Need help fixing the TLS key negotiation failed in openvpn client node

A recent apt upgrade on ubuntu was this in openssl

2021-08-15 18:52:25 install libevent-openssl-2.1-6:arm64 <none> 2.1.8-stable-4build1

my doubt is this is the reason for the openvpn now erroring and not connecting with other site

Aug 18 12:12:28 rockpi ovpn-client[691]: TLS Error: TLS key negotiation failed to occur within 60 seconds (check your network connectivity)
Aug 18 12:12:28 rockpi ovpn-client[691]: TLS Error: TLS handshake failed

although I did a google seacrch and found this:

but my other devices are able to connect to the same vpn server but not local ubuntu node on premise.
